Officers who have fulfilled the conditions set out in their service schemes during the probationary period may be confirmed in service.

Terms and Conditions for Confirmation in Service

The terms and conditions for confirmation in service of Education Service Officers, Higher Education Officers and members of the Executive Group shall be as follows:

  1. Education Service Officers and Higher Education Officers
    1. Probationary service of 1-3 years;
    2. Successfully attended the Induction Course/Mind Transformation Programme; and
    3. Endorsement by the head of department.
  2. Members of the Executive Group
    1. Probationary service of 1-3 years;
    2. Successfully attended the Induction Course/Mind Transformation Programme;
    3. Passed the service examination as required by the service scheme; and
    4. Endorsement by the head of department.

Responsibility of the Head of Department

The head of department shall endorse the officer within one (1) month of the date the officer is deemed eligible for confirmation by submitting the following documents:

  1. PDP Certification Form - Third Table (Appendix A, SPP Circular No. 3 of 2018);
  2. EPF Option Form - Fifth Table (Appendix B SPP Circular No. 3 of 2018);
  3. PDP Certification Checklist (Appendix C SPP Circular No. 3 of 2018);
  4. Copy of the Induction Course/Mind Transformation Programme Certificate or letter of exemption from the Induction Course/Mind Transformation Programme (if any);
  5. Copy of the service examination results (for members of the Executive Group); and
  6. Certified copy of the latest Service Record Book (Statements of Service, Leave and Conduct).

Responsibility of the Officer

In the event the head of department fails to endorse an officer who is eligible for confirmation, the officer may apply to the commission for confirmation in service by submitting the following documents, with a copy of the application submitted to the head of department:

      1. List of duties and contributions of the officer in the school;
      2. Certified copy of the latest Service Record Book (Statements of Service, Leave and Conduct);
      3. Copy of the Induction Course/Mind Transformation Programme Certificate or letter of exemption from the Induction Course/Mind Transformation Programme (if any); and
      4. Copy of the service examination results (for members of the Executive Group).

The commission may conduct an inquiry and verify the eligibility of the officer for confirmation in service if he/she fulfils the stipulated conditions.
